Introduction to Our Association
Our Association (RSSA) is formed by personnel working for site supervision of public works projects or other large infrastructure projects (ed. terminals or railway projects etc.). Members include professional engineers, professional quantity surveyors, inspectors of works, works supervisors, survey officers, technicians and clerks etc.
Resident Site Staff (RSS) has a long history. From 50s, the government has been raising a lot of large infrastructure projects, like reservoirs, airports, highways, railways, reclamation and new towns etc. in order to cope with the need of the population and economic growth. Therefore, the government has to be employed by contracts personnel to supervise construction of public works projects.
RSSA was established in late 80s and was affiliated to the Hong Kong Chinese Civil Servants' Association (HKCSCA) at that time.
Between 1995 and 1998, the Government gradually implemented the Direct Employment System to change RSS status from Crown Servants to employees employed by consulting engineering firms. However, all applications should have to be assessed by the works departments. In 1998, RSSA separated from the HKCSCA and was renamed as "Consulting Engineering Firm Resident Site Staff Association". RSSA is now being affiliated to the Hong Kong Federation of Trade Unions.
The goal of RSSA is to enhance the quality of site supervision.
